This transmission is from Kagoshima Prefecture Fishery Radio in the south of Japan, beamed towards Hawaii. It is truly remarkable how clear it can be in California in the afternoon (local time).
What we see is the sign-on for the Kyodo morning news, sent daily at 2300 UTC on 16971.0 kHz USB. Kyodo is a large Japanese news syndicate which transmits a variety of HF fax products to Japanese speakers (and others) at sea or on isolated islands. There are also transmitters elsewhere in Japan and in Singapore.
All fax signals are tuned 1.9 kHz lower than their listed frequencies.
